Snappy Keys
Does this snap as soon as I press Shift or after I release?
The snapping happens after you release your mouse or hotkey button, but you can press Shift before or during moving the timeline cursor, and snapping will still work.
Does this work in the Video Sequencer?
Timeline cursor snapping does work in the Video Sequencer (you can also just hold Ctrl to snap to movie clips in Blender default). However, holding Shift will not snap your movie clips to the timeline cursor when moving them like it does with hotkeys in the Timeline and Dopesheet editors. Blender already has special behavior for using Shift in the Video Sequencer when it comes to dragging movie clips/strips.
