It is blender addon 2.9+  for setting proportional dimensions for active object. Parameters presents in panel Views3D->SideBar (Press N) -> Item (under Transform panel) -> Proportional Dimensions

For example if active object has dimensions x,y,z={1,2,3}m and you set y=2m in panel "Proportional Dimensions" then you get new dimensions x,y,z={2,4,6}m. It is work with any object has dimensions attributes: mesh, curve, nurbs, text, metaball.
