Does the collection include materials/textures?
No. You need to assign your favorite materials/textures. Each asset is appropriately UV unwrapped so you can use both box mapping or right paint it in Blender/any UV based paint app.
Is it a kitbash collection?
According to the term, it is: you can drop these decor elements on your existing base models. Keep in mind, it is not a collection of Kit Ops inserts.
