Can I use them with the new Blender 2.79?

YES, each Model has a complete Set of Texture From DIFFUSE to SPECULAR but also METALLIC and BUMP so you can use them with the PrincipledBSDF from Blender 2.79.

Can I Reduce PolyCount?

YES, with a simple Decimate Modifier you can reduce the PolyCount for each Model and use it as in a Low Poly Version.
