What exactly am I converting to shape keys?

You're converting drivers from the armature into shape keys that control the targeted object and no longer its armature. This allows for the easy transfer of animation data directly to Unreal or Unity without having to fiddle with drivers in those engines and trying to make things work out perfectly, or work at all
