Terrain heightmaps don't look good when rendered?
Subdivisions are the main factor of getting the highest details, you can try increasing Subdivision count to capture more details, or you can activate Adaptive subdivision in Blender (Recommended) or what is known as Micro Displacement to get the highest details possible without slowing down your viewport performance.
Another Trick you may try is to use the Diffuse Map as Bump Map, doesn't always work, but worth the try.
